The problem is that most of the time people do not keep track of their progress at all. They do not weigh themselves correctly, they do not measure their body fat levels, they do not count calories or keep a training diary. If you are not doing these things, then it is impossible to find the right balance of food and exercise. The more you measure your progress, the more data you get, both positive and negative, meaning the more decisions you can make.
